If you're reading this and having trouble sending pic messages on Alltel, heed the post above from jnc. I was about to post this for everyone out there and was glad to see someone beat me to it!

Peronally, I had tried 3 or 4 arcsoft cabs and several different ROMs, none worked until I made this change to the server address. Just FYI!
