i finally got this working after weeks of messing with it what you have to do is open a registry edior program and direct it to hkey_class_root ---> CLSID ---> and look for {42429667.......} what you should be looking for is a CLSID when you highlight it the key that shows up is Default Keyboard expand CLSID to reveal IsSIPInputmethod and set Default key to 0 all your troubles should go away and whatever keyboard you now choose will remain the next time you open the browser.
