Nice find! Still doesn't negate the fact that removing the browsingie folder will work as well. I've been doing this since 931, and it has become standard-issue advice on the #ppckitchen IRC channel.
Wonderful to know that I could have the option to turn it off/on with a registry edit, though!

I played with some of these new bases, and my personal opinion is that 21028 was the most stable option... however I have to argue about its speed.
It may be something I did to it, but I'm finding it not quite as snappy as other rom bases that I've used, such as 21014 (and I'm testing with the same apps cooked in both times).
I may go back to 21014, my only problem with that one is that it got strange if I ever let the battery die (would run very slowly until hard reset). Once again, may have been something I did to it- if I could fix that problem, I'd say 21014 FTW.

This is true of ALL bases that use Microsoft's built-in kinetic scrolling method (20931 and onward). Basically, you're not using touchflo anymore, its built into the OS- while it works better than HTC's kinetic touchflo finger motions, it doesn't work in some screens, such as the old IE or inside a message.
You can install or cook in HTC's Touchflo, but I personally prefer the control that the older FtouchFlo gives the user.
