I'm not sure what order you did this in, or if you soft-rebooted in between, etc. but here's the exact procedure I did AFTER installing the CAB and soft-rebooting once:
"Then under Settings>System , I clicked on the "Update PRL icon" first, let it run, soft reset. Then went back and clicked the 2nd icon (the "Update Profile " icon), ran that. Finally soft reboot and voila! Data was working at top speed!"
If that still doesn't get the data going, then hopefully someone else will have some suggestions for you.
