If you are just trying to send/receive files via BT, then all you have to do is turn on beam receive.

For the full OBEX profile, you might want to check some developer sites. I have not heard of anything yet. Samsung included their own on the i730, and Motorola Q's use the Wicomm stack, other than that I have not heard of any OBEX on MS stack phones...
