It should be that way, but when you download and specify the storage card as the location, it still stores the downloaded part in your temporary internet files.

Also, I've used SK-Tools to change the location to the storage card, verified that the settings took affect in the registry, and soft reset the device. WHen it rebooted, I verified that the settings were still in place and tried downloading. It still saved the files to the main memory while the files were downloading. You can see this for yourself. Try downloading something large, then go to the devices' memory and watch it slowly decrease.
