There is something else that sktools deletes other then the account itself......I was a little skeptical at first but it seems Sktools misinformed selection is most likely deleting the core Key to recreate Email accounts on the phone.
I think you will be better off Hard-reset on her phone and then follow the steps i posted a few posts ago without using Sktools (to be on the safe side  ) let me know if you find anything else that doesn't make sense.

I am having problems with not being able to create new email accounts. However, I never installed or used sktools. I had setup an email account already. Then i followed instructions on this thread to delete picturemail registries. Then i installed arcsoft. everything worked like a charm except now i just realized i cannot create any new email account.
