ROM and Radio ROM are two separate entities. The ROM holds the OS and all the base apps. The Radio ROM holds the information for the phone to get radio signals from the towers. It's obviously much more complicated than that, but that's the basis behind the two. When making a ROM, you CAN "Cook" in the Radio, but most do not do this as it gives the user the control on that.

MOST if not all of these radios flash without messing with the data on the phone. Regular ROM's (Mighty, Groove, etc) do a reset on the device when flashed, clearing all ROM information and replacing it with the new one.

It's always good practice to backup with either PIM or SPB or Sashimi or something before flashing ANYTHING, in case of power failure, battery failure, phone lockup, chuck norris roundhouse kick to the face resulting in a disconnected USB while flashing... You know... just normal stuff that can happen to anyone.
