It doesn't. My point is that the .inf file is JUST a driver and a technical point that you can't use the driver installed with ActiveSync to use the modem but it is included in the box on a CD. It is a hardware issue and that is all. Microsoft didn't do that to help the carriers differentiate between usage types. That seems to be what you were trying to use that point to say which isn't the case. The only relevance that file has to tethering is that you need it to tether over USB. That's as far as that goes. It doesn't help prove or disprove your point. That's all I was trying to point out with that.
