If you placed block national access roaming on your plan to block the data plan then your mms will not work. You have to have some kind of data plan even if it is the pay as you go. Now you are not supposed to be charged data fees when sending/recieving mms. When i had my lil bro on pay as you go he could send/recieve mms on his Treo 650 and i did not get charged. On the other hand i have seen some customers that have been charged and the only way to fix the charge is to call vzw customer care over the phone.
