Ringtones can be in either the Rings folder or Windows.
All other notifications are only searched in Windows.
Ringtones can be almost any file type. [mp3, WAV, WMA. Maybe others.]
Notifications are usually WAV (or MIDI or WMA).

All of my added ringtones are in \Windows\Rings and are WMA files. The ringtones that come with the ROM are almost always in \Windows, unless you move them.
