First, when you go to Accuweather, are you able to retrieve your weather? (I know, dumb question, but I have to ask)

Next, after applying the Custom setting, when you pull up htc.accuweather.com which page are you getting, the Accuweather website or the error page? If it's the Accuweather website, that means your device is not reading the entry to redirect to the alternate weather server. The key is to make sure the data connection is dead (even if you have to soft-reset) when following workaround instructions in the OP.

If none of that works, you probably have a proxied data connection and this causes problems with pulling local weather. There's a lot of talk about this topic on the XDA forums, and I'm not sure there's a workaround (other than adding the hosts reg key, which the customizer does) unless you use N2A's patched cab (which seems to work through those connections).
