These are needed usually when you port a GSM dialer onto a CDMA phone. Stock CDMA phones have multiple "phone codes" that are used for different purposes. Once you install the GSM dialer these functions no longer work (though some make it possible). Most of the time, you need to install this cab to give you a link to the "phone codes" since they won't work in the dialer. For example ##33284 <SEND> would put the phone in DEBUG mode, ##3424 <SEND> would put the phone in DIAGnostic mode...there's many others. More than likely, if you don't know what they are, you don't need to worry about them unless you are trying to install a dialer that doesn't support them, or you are building a ROM for distribution.
