That's for TouchFlo3D, not Manilla 2D, but the same principal would apply if you wanted to make a shortcut to any folder.

Set the path to "\Windows\folderview.exe" or "\Windows\fexplore.exe"
and param to"\Windows\Start Menu\Programs\Games"

Edit: I could be wrong about the folderview accepting extensions, but the fexplore.exe will work.
