I am not seeing this behavior.
I used the updated files listed in first post.
However, the included templates for Intellicast and WeatherNetwor-CA do not seem to be getting any data. (yes I am using the USTN00xx city codes)
There is also a problem with this version of SPBWeather and font colors. They have fixed it in the 767 version posted here:

I'll confirm that build 767 fixed my problem. The fonts on build 760 were all black and would not change regardless of the theme. When I build my Roms, I change to the classic black theme. Black on black does not show the temperature. I never had this problem in the past with build 760, so I didn't even think about the font until I loaded a lighter theme and saw my temperatures pop up. Build 767 returns the fonts back to white.
