I doubt it...I do not think anyone has been able to add custom tabs at all, only the tabs from HTC.

Even the Footprints program, which is made for a tab, has yet to be placed in one.

But you could delete your PEOPLE tab with AdvancedConfig, and then just change your softkeys to launch your RescoContact program.

Sounds like that might work.
