I managed to get Bluetooth PAN internet connection to work through ICS.
After Bluetooth pairing the HTC Vogue and computer(VISTA64 in my case)
Turn off Wi-Fi on computer, or disable it in "Network Connections"
Open Up your browser on your phone and wait for it to display a web page, and then minimize
Start ICS choose "Bluetooth PAN" then click "Connect"
Right Click on "Bluetooth Connections" Icon on windows toolbar, and choose "Join A Personal Area Network"
It should show up as an access point, if not click add and search for it.
Once it shows as an access point Click "Connect"
Drive...ON
