The FREE way to do this would be to use PHMRegEdit:
HKEY_LOCAL_MACHINE > SOFTWARE > MICROSOFT > COLOR
Once you get there change the value of the Base Hue to 160. That's the way I did it.
The...umm...NOT free way would be to use something like WisBar Advance. I would love to use that program, but I can never figure it out. When I try to add a skin to it, it doesn't show up in the menu. lol In fact, the menu they said to look in doesn't even show up...
