just pmed with more details but the causes described in earlier posts are pretty accurate depending on how he got his device - if you have exchange 07 and 03 servers in the same environment, it can cause activesync issues if your on the 03 box because the 07 box will take precedence thus not allowing device connectivity to the 03. other possibility is that connectivity was restricted from his account.
