Not sure if this is exactly what your referring to but if you goto settings/phone and under keypad turn to off I believe that will remove the loud beep when making a call - some custom ROMs have it as well as it is part of the dialer, depends if you are running a custom ROM and which one if the above doesnt take care of the issue for you
