Actually thanks to MightyMike, I figured that out... depends on the ROM you using though...
In my case, I have to rename it to "HTCStartupAnimation.gif", backup the original one then replace the ROM file in \Windows with this and all done.
What I heard was, if there is a file I mentioned above then just simply replace it, same princple applies if you have something called "Startup_640x480.gif".
If not? I am not sure, I think registry editing?
Anyway next step is to turn my TF3D into Win31 looking
