Lots of ways but the easiset is what you are eluding too... Just drop them in the OEMApps folder. THat was a method I used when I was learning how to build kitchens / ROM's way back in the day.

There are litterally a million ways to do this but just popping them in OEMApps is great untill you move to a more Organized approach.

In all reality you can put them in any of the SYS or OEM folder as that builds into \Windows\ Actually everything builds there.

EDIT: another method would be to use SDAUtoRUN. That would be alot cleaner but may not suit your needs. Is this a ROM just for you or everyone?
