you got to uninstall it manually
  • Power down your phone
  • Plug in via USB
  • Power up your phone, and wait until the Throttle Lock screen comes up
  • Wait for your phone to appear in "Computer" or "My Computer" on your machine.
  • Browse your phone via the computer into the root directory, then to "Program Files", then "Throttle Lock"
  • Once in that folder, select everything in there and hit "Delete"
  • It will delete a majority of the files, but you may have to skip some that are in-use
  • Restart your phone
  • An error will now come up in place of Throttle Lock, stating that Throttle Lock encountered an error. Hit OK past that.
  • You can now go into Windows and uninstall Throttle Lock.
  • After uninstallation, use file explorer to go back and remove the remaining "Throttle Lock" folder under "Program Files"
