You have to place the ringtones in the actual windows folder, not the ringtones folder, and then it will work.

also try this

you can use mp3 files, just place them in the following and not in your SD card:

File Explorer>Application Data>Sounds

and then go back to notifications and you should see the files in the drop down menu.
