UPDATE:

After Using BigDiesel07 Speed Up Storage Card Tweak I can now view the storage card. Not sure if this is due to tweak or reboot. Regardless, if anyone is having trouble with viewing empty folders or storage card, you can try changing the directory SynCE browses from "synce://Pocket_PC/" to "synce:///"
