Yes...put your mp3 into Windows/Rings and it will be available for reminders. I'm using the doorbell from the Jetsons for my reminders sound.

Systems wise you're limited to customizing the tones for the events listed in Sounds & Notifications. Third party apps (e.g., alarm clocks, etc.) may provide the option to use your system sound in place of their default sounds.
