Thats tricky because MS programs always seem to scroll differently than HTC programs.
(Take the genric MS file explorer or contacts list vs HTCAlbum or YouTube)

HTC scroll settings are in a few places:

[HKLM\Software\HTC\TouchScroll]
"MaxScrollWait" = dword:000000C8 (or decimal 200)
"SlowDownItemCount" = dword:0000000F (or decimal 15)

I know this folder is for manila but check it out too:
[HKLM\Software\HTC\Biotouch\Biotouch]
