I figured it out.... add as many default cities to the weather tab you want in your ROM...
just modify the tag in mxipupdate_oemoperators_107.provxml like this:
<characteristic type="HKCU\Software\HTC\Manila" translation="filesystem">
<parm name="Weather.CityList" datatype="string" value="NAM|US|S1|City1,NAM|US|S2|City2,NAM|US|S3|C ity3" translation="filesystem" />
</characteristic>
Its amazing what you can figure out by changing a setting and then checking the registry key with a registry editor
