Unless you're running an optimized custom ROM a hard reset and restore are a part of life every couple of months. Even with a tweaked custom ROM it's still a good idea to "refresh" it once in a while to get optimum performance. WinMob is as I have always maintained, "The retarded step-child of Windows" and it has yet to prove me wrong. Especially with the limited memory on the Mogul. Errors will pile up despite mem management and the only fix is to reset, be it soft reset for a temporary fix or hard reset. My Touch is getting overdue for a hard reset and reinstall right now, and I notice the sluggishness, lags, and beginnings of lock-ups that have built up over the last 300 soft resets or so.
