Windows Mobile aka Windows CE was made to run on embedded devices, it was not originally targeted at phones. Otherwise they will make tons of software obsolete, scaring away developers, manufacturers, and other vendors.

I actually like that windows mobile is much like my desktop in terms of capability. However, I wouldn't mind some iPhone like usability features added to Windows Mobile.
