Thought I would start a
single thread here to try and put cutty on track to get his Titan flashed over to Alltel.
Being a Sprint user myself, I am not aware of any requirements on the phone from the Alltel network. In that, I will steer him to unlock the phone with nueSPL-2.47, download the latest Alltel rom and install that to the phone.

read this thread on unlocking. It contains the link to get the nueSPL-2.47 and mucho help. We will use that to unlock your phone and prepare it to be flashed with an Alltel rom.
Right now, I am leaning toward steering you to
GaMedic's Alltel rom for a first attempt.
