Thats it!!!....I have flashed to shipped ...flashed ROM....hard reset twice etc...etc...and the other things regarding this issue....nothing seems to fix it...Im back on 3.9 waiting any ideas guys>>>>

This is a bug that isn't related to the one we are posting about.
The only fix for this situation is to hard reset using Clear Storage. Some people (myself included) also flashed the OEM/shipped ROM first and then ran Clear Storage.
Took me 2 days to figure out that there was not another option.
