The only way I have seen it work is with the phone off. That seems to be a step everyone over looks due to being able to hard reset devices while turned on in the past. You can also go to settings>system>clear storage, enter 1234 and it will do a form of a hard reset. Ive done it that way once but it didnt fully restore everything to stock.
