Yup, that's WAD3. That theme was pulled by Xilicon, the maker. It may be hard to track down the files for it. I have them if you can't find 'em.

If you don't know how to use WAD, it can be very difficult to setup a theme like this. There are tutorials like this one that will show you how to make a nice layout

I bought it and tried to use it to Intall a Vista like theme and never got it to work;
