Check this thread out (not really the whole thread, its MONSTROUS. Just the first few posts by the developer. That should really get you on your way! Also, there is a vogue rom over on ppchaven that already has manilla incorporated. I used that rom a while back and it was pretty good, sorta outdated now though):

As for translating that thread / those instructions...I can't really help you there as I never really took the time to understand them myself, though I'm sure it can't be too bad.
