Now hold on Noob because youre using strong words for being new and you need to take a step back and understand what part he is referencing.

It is very true E911 triangulates your position and well all know while it isnt exact, it is very close within a few feet or yards. When he says it isnt useful for anything moving or navigating you have to understand he is referencing that E911 doesnt help us when it comes to use trying to use "GPS" to navigate. If E911 triangulates then obviously if you move around it is going to continue to track you but that is only good for emergency personel and not for the average everyday user who would need GPS to do that with. So while E911 is good for emergency response personel only, GPS is only good for the consumer and owner who is trying to navigate somewhere. This makes them different yet cousins.
