FYI: I use OctroTalk for GoogleTalk and also installed OctroVideo to try to get video conferencing. It doesn't work through GoogleTalk's new video support though, only for other people also using OcrtoTalk on a Desktop or Mobile (no one I know). However, OctroVideo does allow streaming to a website which is exactly what you guys are looking for. I have only used it for a few min, but it seemed to work very, very well.

On first run of OctroVideo you enter the user/pass you signup with.
After that you just run it and it starts streaming 240x320/15FPS.
Just tell someone to go to that same signup page and enter your username at the top and they can see your live video stream.
Seems to work very well. OctroTalk is also the best GTalk IM I have found allowing GTalk VoIP and file-sharing too.
