exactly what does this mean? I can't get it to change. Does this statement mean there IS some kind of way to get that horrible "marble" background replaced???

The ugly marble background occurs from selecting "Background on all tabs". Testing seems to indicate that OEM is broken, and actually makes it so the background can't be changed at all. Its possible we are all just misunderstanding how that OEM is to be used though, for instance it may be possible to overwrite the marble image, so that an other image is used on all tabs.
If "Background on all tabs" is not selected, the backgrounds of the home tab can be changed, but one needs to...
- Enter settings
- Select a background
- Exit settings
- Enter settings
- Select a background
- Exit settings
...after the background is set initially I think other updates may occur with just a single selection but I'm not sure about that.
