Well the thing about "Locks"... you need to understand that there are different locks.

A. Network ("subsidy") locks. These in theory only exists with GSM providers (they give you a SIM card with your phone). They lock their phones so only the SIM card for that network can be used unless the subsidy lock is taken off. In case of CDMA, well there is no removable module (ONLY in the States). Instead it's "burnt" in the phone (ESN). Providers have a list of ESNs so they know what phone belongs to which network.

B. Security lock. In your case, this lock limits the un-authorized ROMs and such being flashed into the phone. I believe only HTC does this with their WM phones. In your case the security lock is really still locked (0.36.0000 instead of 0.xx.CMONEX). Use the unlocker and it would open the magic lock.
