Here is how it works. There are three categories of call forwarding on your Sprint account:

1. Unconditional: This will cause your incoming calls to immediately be routed to another phone number. Your phone will not even ring with this set up. Charge: .20/min.

2. Conditional: There are two types of conditional forwarding. Busy and No Answer. If this is set up, someone calls you, and the line is busy or you do not answer, the call will then be forwarded to the number specified. Charge: .20/min.

3. Default Voicemail. This is set up by default and is what sends unanswered calls to your sprint voicemail. It is technically a default form of conditional call forwarding that is overridden if you have set up busy/no answer call forwarding. Sprint does not allow the default voicemail number to be changed. It is against their policy because if they allowed people to change it, they could bypass being charged for call forwarding.

The ONLY way to avoid call forwarding charges is to have them change the default voicemail number on your account. As I have previously stated, I spoke to two different Supervisors in tier 2 tech support and was told that it is against Sprint policy to allow the default voicemail number to be changed. The biggest reason that most of the reps you talk to have no idea what you're wanting them to do is because they are not taught about it. The reason they are not taught about it is that Sprint doesn't want them to do it. Getting this done properly is going to be hit or miss at best.
I really don't know what your big deal is, but if you don't want it, don't sign up for it, but stay out of this thread...
It has worked for so many of us who did it like this, and trust me, I understand the process, if you would actually read, you'd realize what we are doing, we are changing the default voicemail number and contrary to your two "supervisors" they don't have a problem with it
