WMWifiRouter isn't exactly tethering, fwiw. It is setting up a wireless AP. The end result is *similar* but the wireless AP is much more functional.

AFAIK, as long as you have a data plan that doesn't prohibit downloading/uploading on their network, you are fine. It is essentially a workaround, to not have to pay for their tethering plan.
