I read the same article, and i am not sure, i think that pretains more or less to GSM phones. If you notice quickGPS, that is actually agps, it downloads your locations settings while you have an internet connection. and so it will download that, and then pass that along to a gps program once your load it up.

I believe this is the way that it works. I could be wrong though.
