I suggest you flash back to the original radio ROM for your carrier. Just go to
www.utstar.com and download the latest rom release for your particular carrier, extract it with winrar and delete the nk.nbf and ms_.nbf files. Then run the ROM UpgradeUT.exe and it will reflash the original radio ROM (takes a while, at least 5 minutes if not longer).
Then once that is done see if you get any difference in your signal meter. If no change than what you're seeing is unrelated to the radio ROM.
