To people having trouble with signal icon, try the following:

Go to HKCU\ControlPanel\PhoneExtendFunction\CDMA
Locate SignalStrengthLevel
Change value from 5 to 7

Now the signal icon will stick when you try to install it. This worked for me. Let me know if it works for you!
