download that then extrat to a folder connect PPC to computer then run RomUpgradeUT.exe and let it upgrade. You can soft reset when the 3 second message pops up all the alltel needed stuff is there to get you up and running . if you are looking to update your prefered roaming list dial *228 talk choose 2 at prompt that will update the prl.
