For any interested US folks, these are the files I used to make the weather tab US ONLY. Thanks Colonel!
I suggest backing the files up first, disabling tflo3d and I used RescoExplorer. (I'm under the impression that the stock file explorer will not overwrite ROM files.)
Then I doubleckwck with the db editor in the cab file.

note: did not work for ALl juicy builds but it did work on 3.9, 4.3, and now 4.4.
