Sales reps can try to push the Smartchoice (Data plan) for your phone, but if you bought the phone outright (not a contract-discounted one) and it isn't a Blackberry (automatic data plan), then you are not obligated to have it.
I had to switch to an XP computer to downgrade my bootloader from the 2.05 on there to 2.02, then I flashed the official Alltel rom as well as the Alltel extended rom. Got my phone activated over the phone no problem.
