Why dont you start by instead of telling us what it isnt doing, tell us what it is doing. Details help alot. When you try to power it on, what happens? Anything on the screen? Any version numbers? Any colors? Does it read anything on the screen? You said you hard reset and it failed. Did it fail to attempt to hard reset by doing nothing at all when you pressed amm the buttons in order or did it hard reset but fail to fix anything differently?

To install a ROM (with or without a OS (AKA ROM) you only need to put it in Bootload mode (depending on the ROM) and run the RUU (Rom Update Utility). But one thing you have to do is be much more descriptive in what is going on. IDK about anyone else but Ill tell you like I tell my chick, I dont have ESP and cannot read your mind. So details help. Saying it "Pretty much it wont start up" doesnt cover it. I promise you it does something.
