I'm on my 4th mogul since March. I too had the screen come off. I just took it to Sprint and they gave me a new phone though. I received the other phones because 1 just stopped syncing and they couldn't get it to sync after several hard resets, and the other things were so minor I don't even remember what they were for.
Are you using a "real" Sprint store? The first store I went to after the screen was hanging off told me the same thing, but it was one of those franchise deals. I went across town and that was when I got the new phone (in the box...more cables, etc). If you pay the $7 you should be given a new phone in store.
