When you open the registry editor, you'll see what looks like a file browser. HKEY_LOCAL_MACHINE is like the first folder, "Software" is a subfolder, "OEM" is a subfolder, and "TFLOSettings" is the final page. Default is an item in a list, and should hold a value (normally shown to the right of it.) You can double click it or single click it, depending on the editor, and enter in a numerical value. It will automatically get changed to hexidecimal format for you.
I use "Registry Editor 0.6 beta by Schap" and also, when I navigated to the key you showed, I didn't have a value specified, so I dont know if that makes a difference or what, but that's just what i see.
